UK Employee Health Benefits Costs Rise

Health Insurance and protection magazine has reported that the cost of providing UK employee health benefits insurance rose by 4.9% in 2010.  This level of increase was a much greater increase than in the rest of the EU.

In Europe, the cost of providing employee health benefits rose on average by 3.3% the Mercer survey indicated.  Germany saw the smallest increase with 1.4% followed by the Czech republic at 1.8%.  The UK and Ireland saw the greatest increases at 4.9%, followed by Portugal at 4.1%.

It is worth noting that in the UK insurance premium tax (IPT) increased by 1% in January 2011, so the rises for 2011 will be increased by a further 1%.

Employee health benefits include employee medical insurance, dental cover, critical illness insurance, income protection, etc.

Despite the increases to the health benefit premiums, the Mercer survey noted that employers are still prepared to offer these benefits without restricting those who are applicable or without pushing additional costs onto the employee. Where significant premium rises have been quoted, companies are re-negotiating with their insurers and obtaining comparative quotes from competitors.

In the UK, only 8% of workers are required to contribute to the company employee health benefits package for themselves, compared to 80% of those in France.  However, 47% of UK companies did require contributions to cover families on the policy.

Companies offer employee medical insurance and other health benefits packages in order to motivate staff, retain workers and ensure that their employees can return to work swiftly should accident or illness occur.

Interestingly, the Mercer survey noted that NHS reforms would ‘increase the pressure’ on companies to provide employee medical insurance and other health benefits.

More control over your cover

‘Fit Note’ Not Working

Employee absenteeism has a great deal of impact on the economy, in fact, £100 billion a year. Lost man hours can cost large companies thousands of pounds  and can be crippling for smaller companies. Employees cannot sack people for being sick but replacing staff that are away for long periods of time is expensive.

It is the above facts that led to the change from the old ’sick note’ to the new ‘fit note’ in April of this year. The new note is intended to help employees return to work and do what they are physically capable of doing rather than staying away until they are able to do everything within their job description. Unfortunately the latest statistics show that the new method is not really working.

Study results from the Department for Work and Pensions (DWP) show that the new fit note has not improved things greatly for places of work. The old sick notes declared an average of 85% of people as being unfit for work. The new ‘fit note’ has only decreased this by 5%.

Ironically line managers reported what where GPs had recommended adjustments in the work place this did help people to return to work more quickly.

One of the problems is that in some cases, depending on the job and the health problem, it can be very difficult to provide measured returns to normality at work. It is particularly important to note that GPs cannot possibly understand what is required of an employee in their jobs unless they spend time with their patients ascertaining exactly what their job requirements are. This takes time that GPs do not have and also entails that the GP place high degree of trust in the patient.

The most common reason for health related absenteeism are mental health issues. This is a difficult thing for GPs to accurately asses and also a difficult area to monitor and help with at work, so perhaps it is easier to either sign people off or keep them at home.

Gareth Williams, head of health, disability and work at the Department for Work and Pensions said that people tend to see the issue as a dichotomy. He said:

‘Too often there is an on/off switch ­ if someone is ill they can’t work, and if they are well they can.’

GPs have been criticised for being too quick to sign a person off without taking into account the possibility of encouraging their staged return to work. Currently there is discussion about whether GPs should be released from making ‘return to work decisions’ in favour of nurses in occupational health roles. However this could lead to abuse both by patients and employers. Inexperienced nurses could be duped by unscrupulous employees who do not want to return to work and there could be pressure on nurses from employers to sign people back to work before they are ready.

In terms of the individual there is substantial evidence that returning to work can aid a person in their recovery as long as their return is managed well. The emotional support of colleagues and the extra self-esteem and contact that work can provide can be a challenge that is definately worth exploring.

Psychiatric Health Insurance

Private health insurance that takes into account mental health issues is worth its weight in gold not just for the individual but for companies and the economy. Freedom health insurance offers psychiatric treatment as an add on to its Diamond Plus package.

According to a recent paper published by Centre for Mental Health the effects of poor mental health are costing the country £30.3bn as people are rendered unable to work. The charity believe that extreme action needs to be taken in order to help people:

Despite the fact that the UK spends £105.2bn a year on mental health services many more needs to be done. Many more people than are being treated need to have access to good advice, support and treatment.

Employers Responsible For Workers Health?

According to a recent survey conducted by cash plan and medical insurance provider Simplyhealth many employers feel they are jointly responsible for an employees health. This can only be a good thing for employees who may see an increase in the company medical insurance benefits that are provided in their place of work.

Another recent report by the Trade Union Congress (TUC) suggests that much ill health is attributed to the workplace and that health and safety issues are at the root of the problem.

The report states:

‘In recent years there has been a growing belief that the workplace is a much safer place than it was, most workers are at little risk, and that as a result much of the regulation that we have is unnecessary. It is this perception that has, in part, led to a growing tendency to dismiss health and safety as being about only factories and mines and which has fed calls for regulations, or enforcement, to be reduced.’

According to the TUC report last year:

• 28,692 major worker injuries were reported
• 105,222 workers had to take at least three days off work due to injury
• 551,000 new cases of illness were caused by work last year
• 1,200,000 who are currently off work say that the reason for their absence is work related
• there have been big rises in musculoskeletal disorder
• there have been big rises in mental health issues
• 415,000 people suffered from a work-related stress illness last year

These statistics show that there is clearly a case for greater employer responsibility for employee health in the work place.

The survey says that a quarter of employers said they wanted to increase the health care benefits the people working for them receive and out of the 257 HR managers surveyed 64% agreed that companies shared responsibilities for employee health with individuals, the government and communities. However nearly a quarter felt that it was solely the individual’s responsibility.

James Glover, Simplyhealth’s corporate sales and marketing director, said: ‘It’s apparent that companies are seriously having to consider the role they play in supporting employees and indeed, the greater good.’

The report also highlighted areas in which HR managers did not feel responsibility. These included obesity problems and cessation of smoking.
